Contest Clarification
This was shared with me by a partner organziation who is also looking for funds to help develop materials, etc. to better navigate their clients through the ACA process. When i first read the inivtation, i thought it was an invitation to submit applications to help pay for the development of the tool, but reading the specifics more closely, I am now understanding that this is not a means to help develop something but rather a contest for those who already have the tools developed. is that correct?

That is correct. This challenge calls for the development educational Tool that informs women about enrollment in their State’s Marketplace as well as key provisions of the Affordable Care Act designed specifically to improve their health and that of their families. Submissions should be tools that are developed.
