Interpretation of ACA coverage and "free" services
I am working with a community health center to promote the "tool" we have developed and I need assistance answering a question they have asked: Who pays for the visit (i.e practitioner's time) when a patient receives "free" preventative services such as STI screening and contraception. For example, if patient X comes in for an STD test, the clinic they visit would want them to register as a patient. they would weigh them, take their temperature, blood pressure etc, do an exam, do an STD test and tell them about birth control. And the clinic would charge for the visit. etc . . . not the tests but the practitioner's time. If we state on our tool that STI screenings and contraception are available under ACA for free, is this misleading?

Patients who receive primary care services at community health centers are assessed for health insurance status at their first visit. Depending on this assessment, patients may be billed for the clinic visit on a sliding scale fee, which would include the practitioner's time. Patients who are covered under new non-grandfathered private insurance plans would not be charged separately for any of the 22 women's preventive health screenings.
