submission of Spanish tool

We are submitting a Spanish tool on the submission web form. Should the title and description be in Spanish or English?
In the single uploaded pdf file, can we include both tool description and promotion plan?

    You can submit the title of the tool in Spanish on the form. Please submit the description, including the title, in English. You may include the tool description and the promotion plan in one pdf file.
